Reproductive health is the main component of the health of an individual and society, characterizing their ability to create and implement the necessary conditions for the birth of a child and raising a healthy generation.
The concept of reproductive health comes from the word reproduction. Biological reproduction is the reproduction by organisms of their own kind.
The existence of any type of living being is possible only through a change of generations. Man is no exception. The history of mankind represents a continuous change of generations. However, if in all living species reproduction and change of generations occurs on the basis of biological programs and depends on external conditions, then a person endowed with reason can control the reproduction system, ensuring not only the birth, but also the necessary upbringing of offspring, taking into account the social needs of society.
Population reproduction includes not only the birth of a child, but also his upbringing, training a full-fledged member of society capable of performing the necessary functions. Let's consider a number of factors that, to a certain extent, contribute to ensuring the required level of reproductive health.
Factor one. Sustainable motivation of a person to create a prosperous family life and the attractiveness of the personal model of a good family man.
Factor two. The responsibility of parents and the state for raising children, for their health, physical, mental, spiritual and moral development, for children receiving the necessary education.
Factor three. Ensuring population reproduction and demographic security of the state.
These factors most fully characterize reproductive health as the main component of human and social health. Let's look at each of them in more detail.
Sustainable motivation to create a prosperous family and reproductive health
It has been established that the best social structure that meets the interests of the individual and society and ensures a continuous change of generations is the family.
A family is a small social group based on marriage or consanguinity, whose members are bound by a common life, mutual assistance, moral and legal responsibility. In modern society, the family consists of spouses and their children and is a moral and legal union of a man and a woman.
The form of formation of married couples and the nature of the relationship between the spouses are subject to social and cultural norms developed by society in the course of historical development. They are largely influenced by the social structure and the characteristics of a particular historical stage in the development of society.
Family legislation of the Russian Federation is based on the need to strengthen the family, build family relationships on mutual love and respect, mutual assistance and responsibility to the family of all its members, the inadmissibility of arbitrary interference by anyone in family affairs, and ensuring the unhindered exercise by its members of their rights.
The family performs functions that largely determine the preservation and strengthening of the health of an individual and society. Only in the family does a person receive sustainable opportunities to meet everyday needs and develop his personality. The family most fully performs the reproductive function - giving birth and raising children (inset, photo 1, 2, 3). Parents introduce their children to moral values and standards of behavior, the world around them, life in society, interaction with other people, and pass on work skills.
The family resolves the leisure function, which ensures the harmonious development of a person, and the sexual function, which ensures the satisfaction of the sexual needs of the spouses. Thus, a person’s stable motivation to create a prosperous family and the attractiveness for him of the personal model of becoming a good family man, as well as his ability to choose a life partner and create a prosperous family, where there will be more harmony in the relationship between spouses than conflicts, characterizes the level of a person’s reproductive health.
Let us note that the concept of “reproductive health” means not only the ability to bear children, but also the ability to raise a person, a citizen of society. Today, the issue of reproduction is associated not only with birth, but also with upbringing in the family.

Responsibility of parents and the state for the upbringing and development of children
The degree of responsible attitude of parents to the upbringing and development of children, to the state of their health characterizes the level of reproductive health of a person, society and the state.
The family, as the initial unit of society and the state as a whole, performing a reproductive function, must ensure the education and development of the child’s physical, spiritual and moral qualities, form him as a person and citizen, integrated into his contemporary society and aimed at its improvement, thereby ensuring reproduction and human resource development. The degree to which this function is performed characterizes the level of reproductive health of the family and society as a whole.
This level can also be assessed with a certain degree of reliability taking into account available statistics characterizing the spiritual, physical and social well-being of children and then generally determining the reproductive health of the family.
Ensuring population reproduction and demographic security of the state
This is a kind of summary of the assessment of the general state of reproductive health of humans and Russian society. The demographic state of a country characterizes in general terms the health of the country’s citizens and society as a whole.
The ruling forces of many states and peoples consider the growth of demographic potential as the main guarantee of survival in the processes of global and regional rivalry and struggle. The best minds of Russia connected its future with the growth of the population, with the development of its high spiritual and creative qualities. M.V. Lomonosov wrote about this. D.I. Mendeleev, based on demographic indicators of the beginning of the 19th century, determined the probable population of the Russian Empire in 2000 at 594.3 million people. However, the revolution of 1917 and the fratricidal Civil War, the Great Patriotic War of 1941-1945, and the collapse of the USSR made significant adjustments to this forecast.
The population of Russia as of the beginning of 2013 was 143,347,059 people. It should be noted that the leadership of various states in critical situations of a demographic nature takes various measures, including administrative ones. Thus, in the Soviet Union at one time there was a ban on abortion, the procedure for divorce was complicated, control over the payment of alimony in favor of women was tightened, state awards and honorary titles were introduced for motherhood of many children (in 1944 the honorary title “Mother Heroine” was introduced for women who have given birth and raised ten or more children). A set of such measures helped increase the rate of population growth.
In the Russian Federation, from January 1, 2007, parents began to receive increased child care benefits, compensation for kindergarten expenses and other payments.
On December 29, 2006, the Federal Law “On additional measures of state support for families with children” was adopted. The law is aimed at creating conditions that provide these families with a decent life. The concept of maternal (family) capital has been introduced. Each family will receive a certificate from the state for 408,960.5 rubles for the birth (or adoption) of a second child and each of subsequent children during the period from January 1, 2007 to December 31, 2016.
Funds from maternal (family) capital are used to improve the family’s living conditions and the child’s education. The current demographic situation in the world requires, in the interests of global, regional and internal security of countries, the development of general principles of attitude towards population dynamics. Demographic security is occupying an increasingly priority place in the system of national and international security. The issue of demographic development of each country is the sovereign right of that country, taking into account all available and potential resources. The demographic processes occurring in the country must correspond to its social development and ensuring the well-being and safety of the population.
Learning how to ensure your spiritual, physical and social well-being will help raise the level of health of each person and society as a whole, and therefore will change for the better the level of reproductive health of individuals and society and the demographic situation in the country.

The main tasks of the Armed Forces of the Russian Federation are defined in the Military Doctrine of the Russian Federation[1].
The main tasks of the Armed Forces in peacetime
are:
— protection of the sovereignty of the Russian Federation, the integrity and inviolability of its territory;
— strategic deterrence, including the prevention of military conflicts;
— maintaining the composition, state of combat and mobilization readiness and training of strategic nuclear forces, forces and means ensuring their operation and use, as well as control systems at a level that guarantees the infliction of specified damage on the aggressor in any situation;
— timely warning to the Supreme Commander-in-Chief of the Armed Forces of the Russian Federation, the President of the Russian Federation, about an aerospace attack, notification to state and military authorities, troops (forces) about military dangers and military threats;
— maintaining the ability of the Armed Forces and other troops to proactively deploy groupings of troops (forces) in potentially dangerous strategic directions, as well as their readiness for combat use;
— ensuring air defense of the most important facilities of the Russian Federation and readiness to repel attacks by aerospace attack weapons;
— deployment and maintenance in the strategic space zone of orbital constellations of spacecraft that support the activities of the Armed Forces of the Russian Federation;
— protection of important government and military facilities, communications facilities and special cargo;
— operational equipment of the territory of the Russian Federation and preparation of communications for defense purposes, including the construction and reconstruction of special-purpose facilities, construction and major repairs of highways of defense significance;
— protection of citizens of the Russian Federation outside the Russian Federation from armed attacks on them;
— participation in operations to maintain (restore) international peace and security, taking measures to prevent (eliminate) threats to peace, suppression of acts of aggression (violation of peace) on the basis of decisions of the UN Security Council or other bodies authorized to make such decisions in accordance with international law ;

— implementation of a set of additional measures aimed at reducing the level of threat of aggression and increasing the level of combat and mobilization readiness of the Armed Forces and other troops, in order to carry out mobilization and strategic deployment;
— maintaining the nuclear deterrence potential at the established level of readiness;
— participation in ensuring the martial law regime;
— implementation of territorial defense measures, as well as implementation of civil defense measures in the prescribed manner;
— fulfillment of the international obligations of the Russian Federation on collective defense, repelling or preventing, in accordance with the norms of international law, an armed attack on another state that has addressed the Russian Federation with a corresponding request.
The main tasks of the Armed Forces and other troops in wartime
are:
— repelling aggression against the Russian Federation and its allies;
— defeating the troops (forces) of the aggressor;
— forcing him to cease hostilities on terms that meet the interests of the Russian Federation and its allies.
In order to protect the interests of the Russian Federation and its citizens, maintain international peace and security, formations of the Armed Forces of the Russian Federation can be quickly used outside the country in accordance with generally accepted principles and norms of international law, international treaties of the Russian Federation and federal legislation.
Since 2003, the Russian Federation began a transition to staffing the positions of a number of formations and military units with military personnel serving under contract. In 2003, fundamental documents in the field of military-technical policy of the state were adopted, and a list of basic military technologies for the future was determined.
Particular emphasis was placed on the modernization of weapons, military and special equipment.
The basis for improving the technical equipment system was the balanced development of strategic deterrent forces, combat command and control systems, as well as general-purpose forces.
It should be noted that a gradual transition to a system of staffing formations and units of permanent readiness with soldiers and sergeants serving under contract continues, taking into account the reduction in terms of conscription military service.
As a result of the implementation of all measures to improve the technical equipment system of the Armed Forces, the level of provision of military units with modern weapons and military equipment will be increased by 2020 in general to 40-45%. It is planned to completely replace the existing weapons of the Armed Forces by 2020-2025.
The Military Doctrine states that “the main task of equipping the Armed Forces and other troops with weapons, military and special equipment is to create and maintain an interconnected and integral weapons system in accordance with the tasks and purpose of the Armed Forces and other troops, the forms and methods of their use, economic and mobilization capabilities of the Russian Federation."
Further, the Military Doctrine lists the tasks of equipping the Armed Forces and other troops with weapons, military and special equipment:
- comprehensive equipping (re-equipping) with modern types of weapons, military and special equipment of strategic nuclear forces, formations and military units of permanent readiness of general purpose forces, anti-terrorist formations, engineering and technical military formations and road construction military formations, as well as maintaining them in a state ensuring their combat use;
— creation of multifunctional (multi-purpose) weapons, military and special equipment using standardized components;
— development of forces and means of information warfare;
— qualitative improvement of means of information exchange based on the use of modern technologies and international standards, as well as a unified information field of the Armed Forces and other troops as part of the information space of the Russian Federation;
— ensuring the functional, organizational and technical unity of the weapons systems of the Armed Forces and other troops;
— creation of new models of high-precision weapons and development of their information support;
— creation of basic information and control systems and their integration with weapons control systems and automation systems for control bodies of the strategic, operational-strategic, operational, operational-tactical and tactical levels.
