Explanatory note
Work program on traffic rules for 3rd grade. Compiled on the basis of the following regulatory documents:
The federal component of the state standard for primary general education, approved by order of the Ministry of Education and Science of the Russian Federation dated October 6, 2009 No. 373.
Law of the Russian Federation “On Education”. Article 14. General requirements for the content of education (clause 5); Article 32. Competence and responsibility of an educational institution (clause 2 (parts 5,6,7,16,20,23), 3 (part 2).
Model regulations on a general education institution. Decree of the Government of the Russian Federation of March 19, 2001 No. 196, as amended by March 10, 2009 No. 216 Art. 41.

Approximate program of primary general education (“Prosveshcheniye”, 2010) and the author’s program of primary general education by Tosheva L.I. (“Fundamentals of road safety” - M: “VAKO”, 2011).
The subject is introduced at the expense of curriculum hours allocated for the school component, at the rate of 17 hours in
the first half of the year (1 hour per week).
It is a logical continuation of classes on traffic rules in 1st grade, which are carried out using hours allocated for extracurricular activities. Its further systematic study continues through the hours of the school component in the 3rd grade and extracurricular activities in the 4th grade.
The basis for its inclusion in the curriculum is the implementation of the Law of the Russian Federation “On Road Traffic Safety” dated December 10, 1995. The main objective of the Law is to preserve the life and health of citizens by preventing road accidents and reducing the severity of their consequences. This Law not only establishes the responsibilities and rights of citizens to ensure traffic safety, but also provides for the process of compulsory training of citizens in the rules of safe behavior on the roads
. The sooner and the more children learn about road traffic, what and how it ensures safety, the greater the guarantee that participation in it will be conscious. To do this, it is important to introduce primary school students to the environment of modern man, help them consciously determine their place in this environment, and also study the existing rules of behavior for a pedestrian as one of the road users. Such learning is possible only on the basis of a systematic study of the rules, conscious assimilation, and a constant increase in the amount of material studied in accordance with the age capabilities of the students.

Explanatory note
Every year in our country, about 40 thousand people die in road accidents, not counting the maimed and injured. And almost every tenth person killed is a child!
Currently, the number of vehicles is growing rapidly from year to year. Sometimes you see emergency situations on the roads, where the culprits are both drivers and pedestrians, including children.
This happens largely because students either do not know the rules of safe movement on the streets and roads, or violate them without realizing the dangerous consequences of these violations.
Therefore, it is very important to instill in children a sense of discipline, to ensure that compliance with the rules of safe movement on the streets and roads becomes a habit for them.
In this regard, it is of great importance to study the rules of safe behavior on the streets and roads in school. It is necessary to educate students to strictly observe in practice the rules of the road - the law of streets and roads, the observance of which is their responsibility.
The problem of child road traffic injuries still remains relevant. More and more diverse differentiated forms of work with children are needed.
The “Children and the Road” program was designed to ensure that children successfully learn the rules of the road, learn the history of the rules of the road, be able to navigate traffic situations, and apply their knowledge in practice.
When drawing up the program, the recommendations of traffic police officers, the interests of children, and age characteristics were taken into account.
The program is aimed at all age groups of students. Each lesson in the “Children and the Road” program helps students successfully master the rules of the road and learn their history. The program includes activities that help children navigate traffic situations and put their acquired knowledge into practice.

The Ministry of Education of the Russian Federation and the Ministry of Emergency Situations of the Russian Federation “Fundamentals of life safety”, recommendations of the traffic police.
The program is aimed at all age groups of students.
This program defines a system for instilling a culture of behavior among students on the roads and streets.
The implementation of the program will help improve the status of patriotic education, coordination and interaction of all organizations involved in patriotic education.

Explanatory note.
"The ABCs of Traffic".
The work program for “The ABCs of Road Traffic” is compiled on the basis of the OOP NOO MAOU “Demikhovsky Lyceum”, the author’s program “Road Rules” by A. Usachev.
We live in a city where the number of vehicles is growing rapidly from year to year. Sometimes you see emergency situations on the roads, where the culprits are both drivers and pedestrians, including children. The main reason here is that children have an ambivalent attitude towards cars. On the one hand, they are afraid of these huge growling cars rushing past them at high speed, on the other, they are devoid of fear and are ready to run across the road in front of the car, not realizing that the driver is simply unable to stop or turn to the side. Behind each road tragedy lies the fate of the child and the grief of the parents.
Recently, there has been a growing trend in the number of children and adolescents who cause road traffic accidents. Therefore, the problem of child road traffic injuries is still active.
To prevent the growth of children's road traffic injuries, it is necessary to teach school-age children the rules of safe behavior on the street and develop special skills in them. If an adult can control his behavior on the street, then for a child this is very problematic. School-age children are characterized by syncretism of perception, i.e., it is not the child who controls the situation, but the situation captures the child so much that he does not notice the surrounding reality and is often exposed to danger. This is confirmed by statistics. The main cause of accidents over the years has been crossing the road in an unspecified place in front of nearby traffic. Road accidents have increased due to children's failure to comply with traffic light requirements. Road injuries are a problem that worries people all over the world. The fee is very expensive and not justified in any way. A child getting into a traffic accident is a tragedy: even if the child survived and did not receive a road injury; after all, the moral and psychological shock that he experienced at the same time traumatizes him for life.
From an early age, children need to develop a conscious attitude towards the Rules of the Road (TRAF), which should become the norm of behavior of every cultural person. Traffic rules are an important means of labor regulation in the field of traffic, educating its participants in the spirit of discipline, responsibility, mutual foresight, and attentiveness. Compliance with all the requirements of the Traffic Rules creates the prerequisites for the clear and safe movement of vehicles and pedestrians along the streets and roads.
